MCC NEET UG Counselling 2026 – Major Changes
One of the most important changes introduced for NEET UG Counselling 2026 relates to the reporting, document verification and upgradation process.
Under the previous counselling process, candidates generally had to physically report to the allotted institution for several counselling-related formalities.
For 2026, MCC has introduced a Freeze and Float system to make the process more convenient for candidates.
Freeze Candidate
A Freeze Candidate is a candidate who is satisfied with the allotted seat and does not wish to participate in upgradation in the next round.
Such candidates:
Accept the allotted seat.
Must physically report to the allotted institution for joining.
Must submit their original documents for physical verification.
Must complete the admission formalities at the allotted institution.
Float Candidate
A Float Candidate is a candidate who wants to retain the possibility of upgrading to a higher-preference seat in the next round.
Such candidates:
Give online willingness for upgradation.
Upload the required documents on the MCC portal.
Do not need to physically visit the allotted institute for document verification at that stage.
Have their documents verified online by the allotted institute.
Can participate in the next round according to MCC eligibility rules.
MCC NEET UG Counselling 2026 – Counselling Rounds
MCC conducts the following rounds for AIQ and other applicable UG counselling categories:
Round 1
The process includes:
Online registration.
Payment of registration fee and security deposit.
Choice filling.
Choice locking.
Seat allotment.
Publication of the result.
Document submission/upload.
Physical reporting for Freeze candidates.
Online document verification for Float candidates.
Candidates who are not allotted a seat in Round 1 can participate in Round 2 according to the counselling rules.
Round 2
Candidates who registered in Round 1 but did not receive a seat generally do not need to register again.
Candidates can:
Fill fresh choices.
Lock their choices.
Participate in Round 2 seat allotment.
Choose Freeze or Float, depending on their situation.
Upload documents as required.
Candidates who receive an upgraded seat in Round 2 automatically lose their claim over their previous Round 1 seat.
Round 3
Candidates who did not receive a seat in previous rounds can participate according to eligibility conditions.
Fresh registration is permitted for candidates who did not register earlier or for candidates who are required to register again under the applicable rules.
After the Round 3 provisional allotment result:
Physical reporting becomes mandatory for:
Candidates allotted a seat in Round 3.
Float candidates from Round 1/2 who did not receive an upgrade.
A candidate allotted a Round 3 seat who does not report will exit with forfeiture of the security deposit and will be eliminated from further counselling rounds.
Stray Vacancy Round
The Stray Vacancy Round involves fresh registration and choice filling.
MCC conducts the AIQ Stray Vacancy Round for applicable vacant seats and also conducts the Stray Vacancy Round for 100% seats of Deemed Universities as per the applicable Supreme Court directions.
If a candidate is allotted a seat in the Stray Vacancy Round:
The candidate must join the allotted seat.
Failure to join results in forfeiture of the security deposit.
The candidate becomes ineligible for further counselling, if any.
